Project Controls & CEMAR

Good projects run on good controls. Projjex establishes and administers project control frameworks - including CEMAR - that keep baseline, change, progress and communication under proper governance and create the record that avoids disputes.

Controls That Keep Projects Honest

A project control framework is what turns intention into governance - a maintained baseline, controlled change, tracked progress and disciplined communication. Projjex establishes these frameworks and administers them day to day, including the CEMAR contract management platform widely used across the UK water sector.

What We Implement

  • CEMAR (Compensation Event Management and Resolution) implementation and administration
  • Project control framework establishment - baseline, change control, progress tracking
  • Communication procedures - notification protocols, instruction management, assumptions documentation
  • Record keeping designed for dispute avoidance
  • Performance monitoring and earned value management
  • Supply chain administration - subcontract NEC, back-to-back provisions, early warning cascading

CEMAR Administration

CEMAR is the system of record for NEC communications and compensation events on many major programmes. Used well, it enforces the contract's timescales and creates an unambiguous audit trail; used poorly, it becomes a source of deemed acceptances and missed notifications. Projjex administers CEMAR rigorously so the contract runs as intended and the record protects rather than exposes our clients.

The Record Is the Dispute Defence

Most disputes are won or lost on records made at the time. We build communication and record-keeping procedures - notifications, instructions, assumptions and early warnings - that create a contemporaneous evidence base. When entitlement is later challenged, that record is what makes the position defensible.
